Amingaon (Assam) [India], August 24 (ANI): The Kamrup district administration and District Child Protection Unit (DCPU), in coordination with the Specialised Adoption Agency (SAA) in Assam's Boko region, on Monday conducted an official inter-country adoption handover ceremony for a child placed with adoptive parents visiting from Spain.
The adoptive parents were identified as Cesar Tauste Martinez and Maria Josefa Solves Royo.
The ceremony was held at the Conference Hall of the District Commissioner's Office in Amingaon and was presided over by Kamrup District Commissioner Deba Kumar Mishra.
The event was attended by the Secretary of the District Legal Services Authority (DLSA), Kamrup, Sharif Uddin Ahmed Pathan; Additional District Commissioner (WCD), Kamrup, Geetashri Lachit; and Additional Superintendent of Police, Kamrup, Punnam Pegu.
Addressing the ceremony, DC Deba Kumar Mishra said that completion of the adoption under the Adoption Regulations, 2022 would help strengthen bilateral and cultural ties between India and Spain, particularly between Spain and Kamrup in Assam.
Mishra also expressed hope that the child would return to Assam someday and thanked the participating agencies for facilitating the adoption process. He also acknowledged Dilip Kumar, representative of the Authorized Foreign Adoption Agency in Spain and translator, for facilitating communication between the authorities and the adoptive parents.
The DLSA Secretary expressed happiness at witnessing the successful completion of the adoption, while the adoptive parents conveyed their gratitude to the authorities for their support throughout the process.
The inter-country adoption was completed through a regulatory process under the Juvenile Justice (Care and Protection of Children) Act, 2015, as amended in 2021, and the Adoption Regulations, 2022.
The process involved coordination among the Central Adoption Resource Authority (CARA), State Adoption Resource Agency (SARA), DCPU Kamrup, Specialized Adoption Agency (SAA), Boko, and the Authorized Foreign Adoption Agency in Spain.
As part of the legal process, the child was declared legally free for adoption by the Child Welfare Committee (CWC), Kamrup, on October 31, 2025.
The adoptive parents reserved the child's profile on February 27, 2026, following which CARA issued its statutory "No Objection Certificate" on March 27, 2026.
Represented by SAA Boko through a Power of Attorney, the District Magistrate, Kamrup, subsequently passed the formal Adoption Order on May 7, 2026. The child's birth certificate and passport were then completed ahead of the official handover ceremony.
The ceremony was also attended by the Programme Manager and Programme Officer of the State Child Protection Society, Assam; Joint Director of Health Services, Kamrup; District Social Welfare Officer, Kamrup; and officials from the Child Welfare Committee, SAA, Child Helpline and other stakeholder agencies.
