"Modi govt aiming to destroy middle class' savings": Kharge slams Centre over UPI fee exemption limit

New Delhi [India], September 15 (ANI): Congress National President Mallikarjun Kharge on Tuesday criticised the Modi government for attempting to impose a "Digital Payments Tax" by laying the groundwork to levy charges on Unified Payments Interface (UPI) transactions over Rs 2,000.
In an X post, Kharge criticised the move, calling it a direct burden on a public already struggling with high inflation.
"The Modi government's loot has now reached UPI. "No fees on UPI" has been changed to "no fees on UPI transactions up to Rs 2,000." Sky-high inflation has already emptied the common man's pocket. Wholesale inflation is near 10%, and the BJP government has planned to impose a "Digital Payments Tax" on the public, aiming to destroy whatever little savings they have left," he said.

अब मोदी सरकार की लूट UPI तक पहुँच गई है। “No fees on UPI” को बदलकर अब “₹2,000 तक के UPI transactions पर no fees” कर दिया गया है। गगनचुंबी महँगाई से आम आदमी की जेब पहले ही खाली है। थोक महँगाई 10% के क़रीब है और भाजपा सरकार ने जनता पर “Digital Payments Tax” लगाकर उनकी बची-कुची, बचत को भी तबाह करने की योजना बना दी है। मोदी सरकार का सबसे बड़ा पलटवार देखिए — 10 साल पहले नोटबंदी करके देश की अर्थव्यवस्था को झटका दिया गया। जब नोटबंदी के विनाशकारी नतीजों पर सवाल उठे, तो सरकार ने दलील दी थी कि नोटबंदी Digital Payments और Cashless Economy को बढ़ावा देने के लिए थोपी गई। वित्त मंत्री जी ने हाल ही में संसद में कहा था कि UPI पर कोई Tax व Charges नहीं लगेंगे, पर कई ख़बरों के मुताबिक़:- ₹5,000 के transaction पर ₹25 और ₹10,000 पर ₹50 तक की संभावित वसूली की जाएगी। क्या ये सच है? MDR की बात करें तो सरकार को क्या यह नहीं पता कि व्यापारी पर पड़ने वाला यह अतिरिक्त बोझ आखिरकार कीमतों के जरिए आम उपभोक्ता की जेब से ही वसूला जाएगा? महँगाई से त्रस्त जनता को राहत देने के बजाय मोदी सरकार हर रोज उसकी जेब पर डाका डालने का नया तरीका खोज रही है !!

The Congress National President slammed the central government's "biggest flip-flop," recalling that demonetisation was originally promoted as a step toward a cashless economy. 
He questioned reports suggesting potential charges of up to Rs 25 on Rs 5,000 transactions and Rs 50 on Rs 10,000 transactions, warning that any Merchant Discount Rate (MDR) passed onto merchants would ultimately hurt end consumers through increased prices.
"Ten years ago, demonetization delivered a shock to the country's economy. When questions were raised about the disastrous outcomes of demonetization, the government argued that it was imposed to promote Digital Payments and a Cashless Economy. The Finance Minister had recently stated in Parliament that no Tax or Charges would be levied on UPI, but according to several reports: A potential collection of Rs 25 on a Rs 5,000 transaction and up to Rs 50 on Rs 10,000. Is this true?" he questioned. 
Kharge alleged that instead of providing relief to the inflation-weary public, the Modi government is searching for a new way every day to rob their pockets.
Echoing a similar sentiment, Congress General Secretary in-charge of Communications Jairam Ramesh cautioned that the arbitrary transaction cap could easily be altered through future notifications to cover person-to-person transfers.
"It is evident that the groundwork is being laid to collect fees on UPI transactions from all of us. Tomorrow, through another similar notification, this limit could also be altered—there is now no guarantee of this in the law. As far as we know, the government could impose charges even on everyday person-to-person UPI transactions," he wrote on X.

जैसा कि हमने 6 अगस्त 2026 को चेतावनी दी थी, जिस पर माननीय वित्त मंत्री ने खुद जवाब देना उचित समझा था-मोदी सरकार अब संसद से जबरन पारित कराए गए नए कानूनों का इस्तेमाल करके UPI पर चार्ज लगाने की प्रक्रिया शुरू कर रही है। संशोधित Payment and Settlement Systems Act, 2007 के तहत अभी एक नोटिफिकेशन जारी किया गया है, जो बैंकों और पेमेंट प्रोवाइडर्स को केवल 2,000 रुपये से कम के UPI ट्रांजैक्शन पर चार्ज लगाने से रोकता है। लेकिन इस सीमा से ऊपर के किसी भी ट्रांजैक्शन के लिए कोई स्पष्ट सुरक्षा नहीं है। साफ तौर पर हम सभी से UPI ट्रांजैक्शन पर फीस वसूलने की जमीन तैयार की जा रही है। कल इसी तरह के एक और नोटिफिकेशन के जरिए यह सीमा भी बदली जा सकती है-अब कानून में इसकी कोई गारंटी नहीं है। जहां तक हमें पता है, सरकार रोजमर्रा के एक व्यक्ति से दूसरे व्यक्ति के UPI ट्रांजैक्शन पर भी चार्ज लगा सकती है। मोदी सरकार ने एक बार फिर ईमानदारी और पारदर्शिता की पूरी तरह कमी दिखाई है और यूजर्स का भरोसा तोड़ा है। क्या यह सब राष्ट्रपति ट्रंप को खुश करने के लिए अमेरिकी कंपनियों के लिए डिजिटल पेमेंट्स का रास्ता खोलने के मकसद से किया जा रहा है?

Ramesh slammed the Modi government, saying that it has once again demonstrated a complete lack of honesty and transparency and has betrayed users' trust. 
"Is all this being done with the intent of opening up digital payments for American companies to please President Trump?" he asked. 
The remarks follow the Finance Ministry's notification stating that UPI transactions of up to Rs 2,000 cannot attract any direct or indirect charge from banks or system providers, effectively keeping around 96 per cent of UPI transactions by volume within the zero-charge threshold. (ANI)
