New Delhi [India], September 8 (ANI): Public Accounts Committee (PAC) Chairperson KC Venugopal arrived on Tuesday for a key meeting of the committee, with the transfer of levies and cess collections to designated funds among the issues on the agenda.
The meeting will begin with a briefing by Audit, followed by oral evidence from representatives of the Ministry of Finance, Department of Expenditure, and the Ministry of Health and Family Welfare on the subject of “Short transfer of levies and cess collections to designated funds”.
The issue is being examined in connection with Para 3.3.1 of the Comptroller and Auditor General of India (C&AG) Report No. 6 of 2026.
The committee will also take up Memorandum No. 2 concerning the selection of additional subjects for examination during 2026-27.
Besides this, the PAC will consider and adopt the draft report on “Construction of Indo-China Border Roads by Border Roads Organisation”, based on C&AG Report No. 5 of 2017.
The meeting is expected to examine the audit observations concerning the transfer of levies and cess collections, besides taking up other matters listed for consideration by the committee.
The Public Accounts Committee (PAC) is a key financial committee of the Parliament of India, tasked with examining the government’s expenditure of public funds and assessing whether the money sanctioned by Parliament has been utilised in accordance with the law and approved objectives.
The PAC primarily scrutinises reports submitted by the Comptroller and Auditor General of India (C&AG), with a focus on issues such as financial irregularities, excess expenditure, diversion or short transfer of funds, and lapses in the implementation of government schemes and programmes.
Comprising members from both Houses of Parliament, the committee plays a crucial role in promoting financial accountability, transparency and parliamentary oversight of government spending. It can seek explanations from ministries and departments and record evidence from government officials on matters highlighted in C&AG reports.
Meanwhile, the last meeting of the Public Accounts Committee of Parliament was held on June 4 in the Parliament premises. The agenda of the meeting included a briefing by Audit, followed by the oral evidence of the representatives of the Ministry of Skill Development and Entrepreneurship on 'Performance Audit of Skill Development under Pradhan Mantri Kaushal Vikas Yojana' based on the report by the Comptroller and Auditor General of India.
